THE House of Representatives will push for the postponement of the barangay elections scheduled this October. But this time, Alvarez said, Congress will no longer allow hold-over officials but instead will propose the appointment of officers-in-charge. In a radio interview, Alvarez said the discussion of barangay postponement will be the top priority of the House when session opens next week, aside from the 2018 national budget. “Ang mangyayari dito, ipo-postpone namin iyong election tapos hindi na pwedeng holdover,” he said. “Mag-a-appoint na lang ng OIC, iyong DILG siguro,” the Speaker added. And to expedite the approval of the poll postponement, Alvarez said, he will ask President Rodrigo Duterte to certify the bill as urgent. Earlier the chairman of the House committee on suffrage and electoral reforms Rep. Sherwin Tugna assured Commission on Elections (Comelec) that there is still ample time for Congress to pass a law postponing the October 23 barangay and Sangguniang Kabataan elections anew. President Rodrigo Duterte wanted to appoint barangay officers-in-charge who will help him in his campaign against illegal drugs. Duterte said 40 percent of barangay officials are linked to illegal drugs. According to Alvarez, some lawmakers are supporting Duterte on the appointment of OICs.
